Exact, je sais que la Russie actuelle ne met plus autant d'argent dans sa Défense (sinon elle serait pas tomber en décrépitude...).
L'URSS faisait un effort monstrueux dans se domaine, ce qui permit de sortir des bijoux dont tout le monde connait les noms mais c'était aux détriments de soucis plus terre à terre pour sa population.
La Russie actuelle bénéficie de ces investissements en ayant des ingénieurs + une industrie mais comme la Russie est devenu capitaliste avec des frontières un peu plus ouverte, ce capital est parti ou sera plus dur à garder. |

The four Eurofighter partner nations have said they could decide by the end of March to order 45 percent of the third tranche of the planned total order of 620 aircraft, if manufacturers cut life-cycle costs on weapon systems.
The deal to stagger the planned order of 236 third-tranche aircraft by Germany, the United Kingdom, Italy and Spain has long been in the works. But at a March 12 meeting, government officials linked that option to driving down the price.
In a statement released after the meeting, the German Defense Ministry said: "The nations agreed to adjourn negotiations to the end of March 2009. The NATO agency NETMA, responsible for execution of the program, has been instructed to negotiate with the industry up to this time, in order to bring significant reductions to the life-cycle costs of the weapon system.
"On the basis of appropriate results, it will thereafter be decided whether to proceed with a Part-Tranche 3A. This would represent approximately 45 percent of the original Tranche 3, 107 of 236 aircraft."
The U.K. Defence Ministry, which was represented by procurement minister Quentin Davis at the meeting, declined to comment on the talks.
Wolfdietrich Hoeveler, a spokesman for the Eurofighter industrial consortium, said a split in the tranche is "possible" if all four European customers agree to common terms. He argued, however, that the total four-nation order should remain fixed at 620 aircraft, and that the continuity of production should not be interrupted.
Hitherto, the Italian Air Force has suggested it would like to cut its order back.
The head of Italy's industrial partner, the Finmeccanica group, warned that if individual partners cut their order, it could mean a rearranging of the industrial workshare divided between firms.
"We are interested in maintaining our present share, as well as promoting exports," Finmeccanica CEO Pierfrancesco Guarguaglini said March 12. "In Saudi Arabia, there is a chance of increasing the order, and there is also Romania and Oman," he said. "I am sure they will find a solution while considering the companies' interests."

How does the RAF ensure its new Eurofighters can survive a direct lightning strike and stay intact while doing Mach 2 at 65,000ft? By zapping one with 200,000 amps at a top-secret bunker in Lancashire.

The lead-lined walls (1) of the Electronic Warfare Testing Facility in Warton, Lancashire, are covered in treated foam-rubber cones to prevent electromagnetic radiation leaking out - or in. This facility is one of dozens used to test the Eurofighter.
The tests carried out using these mobile generators (2) ensure the plane can withstand electromagnetic pulses from nuclear weapons. A short, sharp burst of electricity of up to 200,000 amps simulates a lightning strike.
Commercial aircraft are also tested against lightning - but since the Eurofighter can fly twice as fast and 50 per cent higher than a Boeing 747, its lightning tests are far harsher.
The Eurofighter is largely made of carbon-fibre composites to keep it light. Special conduction channels throughout the aircraft (3) carry the current of a lightning strike to earth without damaging systems or accidentally rebooting the plane's computers.
In order that the fighter's electronic warfare systems can be tested in electronic 'silence', the isolated chamber is shielded against everything from radio to microwaves. Jets such as the Eurofighter carry so many sensors that they can also double as spy planes on the modern battlefield.
Electromagnetic pulse emitters (4) can be placed anywhere in the chamber - and the floor rotated - to simulate various surface-to-air missile attacks. The shielded space enables engineers to measure the Eurofighter's response - first, its sensors 'listen' for enemy radars, then the pilot can detect and track incoming threats, and deploy chaff, electronic rays or a decoy behind the plane.
 This unmanned hydraulic rig tests the £75m Eurofighter for stress, 24 hours a day - and the pictured airframe has already 'flown' 4,500 hours, more than any operational Eurofighter. Each wing is tested with up to 400 kilonewtons of force, the equivalent of balancing 50 small cars on them. In 6,000 hours of testing, the airframe will undergo the stresses of 30 years' flight - the lifetime of the plane
The Eurofighter is being built in three 'tranches' - batches comprising models of increasing capability - for the RAF and other forces around Europe. Developing the first Eurofighters took more than a decade, and the second and third tranches are still being tested in Britain and abroad.
Under scrutiny is their ability to handle everything from rain, hail and sand to bird strikes - with frozen chickens launched into the windshield at speed to test its resistance.

01/04/2009 (Infodefensa.com) - EADS Defence & Security (DS) a conclu une nouvelle campagne d'essais avec armement réel pour le programme Eurofighter. Les essais ont été menés à bien avec l'avion de production instrumenté IPA4, opéré par l'unité d'affaire Military Air Systems (MAS) de DS, avec base en Getafe (Madrid). L'Armée de l'Air a collaboré dans ces essais en offrant son appui dans la base aérienne de Morón où l'avion a été déployé en janvier.
Les essais ont culminé avec succès avec le lancement d'un missile guidé AMRAAM, en s'agissant d'un tir réel contre un blanc aérien. Cet essai réel a été mené à bien avec la coopération de différents avions: l'avion IPA5, opéré par BAE Systems, s'est occupé de détecter le blanc et le fixer comme objectif pour l'IPA4, en envoyant cette information à travers le système de liaison MIDS Date Link, pour que celui-ci effectuât le tir. Dans cette mission complexe on a disposé la collaboration de nombreux spécialistes de MAS, BAE Systems et d'ITP. L'INTA a dirigé l'opération des blancs aériens. Ont aussi collaboré dans les essais le producteur du missile AMRAAM, Raytheon, l'Armée de l'Air,l'Armada, avec tous les membres du consortium Eurofighter.
Pendant cette campagne, les ingénieurs de MAS en Espagne ont effectué d'autres essais additionnels de lancement avec des bombes EGBU-16, essais destinés à l'obtention de la certification ‚Stores Release et Jettison (séparation et lancement de charges), nécessaire pour l'utilisation de nouvel armement intelligent. Cette nouvelle capacité opérationnelle sera installée dans la flotte d'avions Eurofighter en 2011, conformément au contrat ‚Future Batch of Enhancements signé avec les nations du programme et qui établit les futures améliorations du Eurofighter.

The defence ministers of the four nations that participate in the European Eurofighter program - Germany, Italy, Spain and the United Kingdom – this week resumed high-level negotiations, begun in a previous meeting on March 12, 2009, to decide the final details that will clear the way for signature of the contract for the first phase of the program’s Tranche III.
The contract for this first phase supposes 112 airplanes for the four nations, or 45 percent of the total number of aircraft anticipated for Tranche III.
The actions entrusted to the NETMA Agency, which is the program’s executive management, on behalf of the four countries, were discussed in detail during the ministers’ first meeting of the Secretaries of State.
The nations in particular expressed their satisfaction at the progress that is being made to reduce the in-service costs of the weapon system.
The nations will continue working on the details of the agreement that will allow them to initiate their national approval processes, so that the signature of the initial Tranche III contract can take place as scheduled.

MUNICH (Reuters) - European nations are set to place an order for more than 100 advanced fighter planes in a compromise over funding the next phase of the multinational Eurofighter, a top defence executive said on Wednesday.
Germany, Britain, Italy and Spain have been negotiating for months over the third and final tranche of the costly programme in the face of pressure on budgets and are expected to commit for now to about half the originally targeted 236 combat jets.
Stefan Zoller, the defence chief of European aerospace group EADS (EAD.PA), which is both the German and Spanish industrial partner in the project, said the four nations would file an order "in coming days" for 112 aircraft from Tranche 3.
Recent reports had said the first batch of the final tranche -- now known as Tranche 3A -- would contain 107 planes. Zoller told a news briefing Spain could take an extra five planes on top.
Other partners in the project include Britain' BAE Systems (BAES.L) and Finmeccanica (SIFI.MI) unit Alenia in Italy.
Although the original 1997 umbrella contract was for a total of 620 Eurofighter planes, political approval is needed before each tranche of industrial production can be launched. In Berlin, a spokesman for the defence ministry said Eurofighter talks were continuing.
""No date has been set yet (for the signing of contracts)," he told a regular government news conference.
Zoller said the EADS Defence and Security division would improve both its operating profit and margin in 2009, from 408 million euros (359 million pounds) and 7.2 percent respectively in 2008.
EADS shares extended earlier gains and were up 5 percent at 9.9 euros at mid-session in a slightly weaker market.

| belle configuration A/S . Il me semle avoir lu quelque part sur la Toile que les pilotes Allemands etaient tres mecontents de leur Typhoons qui connaissent de gros problemes de fiabilité et d'indisponilité operationnelle quasi-permanente . Il en est de meme en Espagne ? _________________ sans haine et sans pitié
