Project Mission Statement
To provide the Royal Australian Navy (RAN) with an enhanced ANZAC Class warfighting capability by providing an increased level of self defence against modern anti-ship missiles.
Project Overview
The ability to provide warships with sustained protection against anti-ship missile attack is an essential element of Australia's maritime capability.
The ASMD upgrades will ensure the ANZAC Class Frigates have an increased level of self defence against modern anti-ship missiles.
Key improvements to upgrade sensors and weapon systems in Phase 2A include:
*
Installation of an infra-red search and track system (IRST) providing improved detection and indication of low level aircraft and anti-ship missiles when close to land. *
Improvements to the existing fire control radar to increase the detection and engagement range against anti-ship missiles. *
Improvements to the command and control system to shorten the time between detection and engagement of anti-ship missiles and improve the overall tactical information flow in the operations room.

The Project aims to deliver an initial in-service operational capability by mid 2011 followed by an extended operational evaluation period of 12 months. As part of the overall de-risking philosophy with this new leading edge radar technology, the ASMD capability is being fielded and confirmed in a single ship initially (HMAS PERTH) prior to other ships within the Class being modified. Initial fit-out into HMAS PERTH occurs in early 2010.
Key improvements to upgrade sensors and weapons in Phase 2B include:
* A CEAFAR active phased array radar system being developed by CEA Technologies, an Australian company based in Fyshwick, Canberra ACT, will offer significant enhancements over conventional radars to provide target indication and tracking of supersonic anti-ship missiles; and * A CEAMOUNT active phased array radar system, also being developed by CEA, will be fitted to provide mid-course guidance and terminal illumination for the Evolved Sea Sparrow Missile. This will deliver multiple channels of fire, and enable more than one missile to be controlled in flight.

Platform modifications to support the installation of the new equipment (includes changes to the forward and aft masts and upgrades to electrical power, Heating, Ventilation and Air-Conditioning (HVAC) and platform Control and Monitoring (C+M) system; and shore facility upgrades to the ANZAC Ship Support Centre at HMAS STIRLING and the Combat System Tactical Trainer at HMAS WATSON.
Current Status
Where we are today (December 2008) As of December 2008, the Project Team is pleased to announce that we have:
* Accepted delivery from CEA Technologies of our first production Phased Array radar faces and control equipment between July-September 2008; * Successfully conducted the final design reviews for the Mk3E Combat Management System software in August 2008; * Successfully conducted the final design reviews for the overall ASMD System integration; * Started production of the prototype AFT mast superstructure in November 2008; * Completed the integration of Upgraded Combat Management System hardware and Infra Red Search and Track System into our integration site in the dedicated ASMD Building within the ANZAC System Support Centre (ASSC) at HMAS STIRLING in Western Australia; and * Successfully conducted a risk reduction demonstration of the production hardware for the CEAFAR phased array radar at sea in HMAS PERTH during the period 17-20 November 2008. Project Management
Acquisition is being conducted through a Commonwealth led Project Authority in Canberra with a prime contract with CEA Technologies (a Fyshwick, ACT based company) who is providing the Phased Array Radars systems whilst acquisition/project management and ship integration effort is being provided by the ANZAC Ship Integrated Material Support Program Alliance (ASIPA) between the Commonwealth, BAE Defence Systems and Saab Systems.

In a world first for an Air Force and an infra-red guided missile, Air Combat Group (ACG) of the Royal Australian Air Force has successfully carried out the first in-service 'Lock After Launch' firing of an ASRAAM (Advanced short-range air-to-air missile) at a target located behind the wing-line of the ‘shooter’ aircraft. The firing was conducted from an F/A-18 fighter aircraft, at low level and typical fighter speed, at a target located behind the fighter at a range in excess of 5km. The result was a direct hit on the target.
The engagement simulated a "chase down" situation by an enemy fighter and successfully demonstrated the potential for an all-round self protection capability with the ASRAAM. This capability is inherent on all platforms that provide pre-launch 'over the shoulder' designation information such as F/A-18, Eurofighter Typhoon and F-35 JSF.
Commenting on the firing, a representative from Air Combat Group said “this demonstration of ASRAAM capability is a major step forward for the RAAF and greatly increases the lethality of ACG’s F/A-18 fleet. It is a credit to the RAAF-MBDA-DSTO team who worked together to deliver this capability edge to the fleet.”
ASRAAM entered service with the RAAF in July 2004. To provide unique levels of in service support, facilities for deeper maintenance and software support were established in Adelaide injecting some AUS$20 million into the South Australian economy over a period of 6 years. The software support facility, located at the Defence Science & Technology Organisation at Edinburgh (SA), allows Australia to modify the ASRAAM software in response to the Australian Defence Force's specific requirements. The deeper maintenance facility established at BAE Systems at Edinburgh Park provides the in-country capability to support the front line equipment.
Having entered service with the Royal Air Force in 2002, and deployed on Tornado, Typhoon, and shortly F-35 JSF, the ASRAAM programme has provided a unique opportunity for information exchange between the respective air forces, government departments and scientific organisations.
MBDA will be exhibiting a range of advanced air and naval weapon systems at Avalon 2009 and welcomes visits at Stand 2H9, Hall B to discuss the warfighting capabilities they provide.

En Australie, le Premier ministre Kevin Rudd a devoilé son intention de se livrer à une importante modernisation des forces armées, dont le pouvoir de feu va être considerablement accru ces vingt prochaines années.
Kevin Rudd a expliqué que son objectif est de batir l'armée qui sera requise pour défendre l'Australie et pour assurer la securité et la stabilité de la région Asie-Pacifique. Pour ce faire, il va surtout augmenter la capacité d'attaque de l'armée de l'air et de la marine. Vont donc notamment figurer dans ses commandes une centaine de chasseurs F-35, dix avions de reconnaissance, huit drones, 37 hélicoptères de combat et de transport, 12 sous-marins, de même qu'une trentaine de destroyers, frégates et patrouilleurs.
Sans attendre que soit dévoilé le montant officiel de la facture, laquelle a été estimée à « 300 milliards de dollars », ou 160 milliards d'euros, l'opposition s'est déjà déclarée convaincue que le gouvernement ne pourra pas s'en acquitter. Les experts des questions militaires, de leur côté, ont émis des doutes quant aux « arguments stratégiques » que Kevin Rudd a invoqués pour justifier sa nouvelle politique de défense. |

I am pleased to announce that Defence has taken the first steps in a $A5 billion project to acquire a manned Maritime Patrol and Response Aircraft by signing a Memorandum of Understanding (MoU) with the United States Navy (USN) to cooperatively develop upgrades to the P-8A Poseidon aircraft and support systems.
The manned aircraft, to be acquired under Project AIR7000 Phase 2, in conjunction with the Multi-mission Unmanned Aerial System, to be acquired under Project AIR 7000 Phase 1.
The P‑8A is a modern, highly reliable aircraft based on the commercially-proven Boeing B737, and modified to incorporate the latest maritime surveillance and attack capabilities.
Defence will collaborate in Spiral One, the first in a series of improvements planned through the life of the P-8A. Through participation in the P-8A Spiral One cooperative development program, Defence seeks to gain information on the P-8A to support the acquisition and through life support decisions, provide opportunities for Australian industry, and influence the direction of P-8A improvements.
The 2009 Defence White Paper detailed the Government’s plans to acquire eight new maritime patrol aircraft to replace the capability currently provided by the AP-3C Orion aircraft, when that aircraft is retired in 2018 after 30‑years of RAAF service.
These new aircraft will provide a highly advanced surface search radar and optical, infra-red and electronic surveillance systems. With these systems, along with a high transit speed and the ability to conduct air- to- air refuelling, these aircraft will provide a superior capability for rapid area search and identification tasks. They will also provide a highly advanced anti- submarine warfare capability, including the ability to engage submarines using air- launched torpedoes.

Joel Fitzgibbon MP, today announced first pass approval for a number of landing craft to complement the two new CANBERRA class Landing Helicopter Dock (LHD) amphibious assault ships currently under construction for the Royal Australian Navy.
These landing craft - to be acquired under Phase 3 Joint Project 2048 - will enable the CANBERRA class LHD ships to conduct operations ‘over the shore’, where there are no fixed port facilities.
Mr Fitzgibbon said the landing craft will be able to lift heavy equipment which may be embarked on the ships, including the new M1A1 Abrams tank in service with the Australian Army and transport it to shore. The Minister was visiting Robertson Barracks to discuss the 2009 Defence White Paper with the women and men of 1 Brigade, including the benefits that will follow for the Defence community in Darwin.
“During the next stage of the project, Defence will seek offers from Navantia for the construction and delivery of the LCM-1E landing craft. This landing craft is designed for inter-operability with the CANBERRA class LHD and is in service with the Spanish Navy,” Mr Fitzgibbon said.
A final decision on the LCM-1E will be made by Government in 2010, once Defence has developed more accurate cost information and can consider offers to be sought from Navantia. Options to build the LCM-1E in Australia will also be considered.
Mr Fitzgibbon said once delivered, the LHDs and landing craft will form part of the Australian Defence Force’s (ADF) broader amphibious deployment and sustainment system.
“An effective amphibious capability will form a critical component of the ADF’s ability to operate in our region. Improving the facilities of the port to accommodate the new large troop carrying vessels identified in the White Paper is a key priority,” said Mr Fitzgibbon.
The Minister also met with the Chief Minister of the Northern Territory, the Hon. Paul Henderson MLA, and discussed the way forward on greater collaboration between Defence and the Northern Territory Government.
“Defence's planned investment in these port facilities reinforces the Government's commitment to Darwin as a strategic location for future Defence planning,” Mr Fitzgibbon concluded.

CANBERRA 15 September 2008: Following on quickly from successful armour protection and C2 integration tests, Raytheon Australia today announced better than expected performance from the AS-9 Aussie Thunder self-propelled howitzers (SPH) Aselsan weapon management system particularly when firing demanding Multiple Round Simultaneous Impact (MRSI) fire missions.
The AS-9 is the joint Raytheon Australia / Samsung Techwin solution for the Australian Armys LAND 17 Artillery Replacement Program. We were more than confident in our ability to meet the Commonwealths stated MRSI requirement, but it now looks as though we can comfortably exceed it, said Raytheon Australias Managing Director, Ron Fisher.
The requirement is for a 5 to 7 round MRSI across a 10 second span, and our team at Aselsan advises 7 rounds and possibly more are achievable.
Thats good news for the Commonwealth, because it promises very high levels of performance regardless of which charge system is ultimately selected, said Fisher. It also shows once again that the Aselsan weapon management system is a highly capable system which is well matched to the AS-9.
Raytheon recently announced successful integration testing of Raytheons proven Advanced Field Artillery Tactical Data System (AFATDS) Battle Management System Fires (BMS-F) and the onboard Aselsan Weapon Management System.
Those tests demonstrated the Aussie Thunders interoperability with Australias future C2 environment, and this new advice from Aselsan reinforces the growing recognition that the AS-9 offers a regionally based solution that in no way compromises system quality.
To be frank, weve had our share of challenges in getting our regional quality message across, said Fisher. Weve had to overcome misconceptions about almost every aspect of the system, but the fact that AS-9 is a world-class SPH is slowly emerging.
Our approach has always been straightforward set the standard, test us against it, and we think you will be impressed.

La Défense australienne confirme son intention d'assumer des commandes par valeur de 12.000 millions

La visite récente à l'Australie du président de Navantia, Juan Pedro Gómez Jaén, a donné ses fruits. Comme ils ont expliqué hier à ce journal sources de l'entreprise, l'appui reçu par la Familie Royal et du Gouvernement dans cette rencontre a été vital pour que la classe politique australienne, et spécialement le Ministère de la Défense, aient reçu « un message très positif de la solidité et le sérieux de cette entreprise ».
Ainsi, le Ministère de la Défense a confirmé à Navantia comme le seul client qui aspire actuellement à se faire avec l'accord pour la construction de 12 vedettes de débarquement (semblables à celles qui a déjà fait l'entreprise publique pour l'Armada espagnole). De cette manière, avant la fin d'année c'est prévu que les deux parties examinent les termes du contrat pour procéder à leur signature immédiate. Cet accord supposera une nouvelle charge de travail pour les usines gaditaines, spécialement celle de San Fernando.
Mais la visite à l'Australie a aussi servi, en outre, pour confirmer les espoirs déjà avancés dans le Livre Blanc de la Défense australienne. Effectivement, ce pays a prévu de construire, durant les prochaines dix années, plusieurs sous-marins, frégates, 20 navires type BAM (Navire d'Action Maritime, qui sont actuellement construit dans la Baie pour l'Armada) et un navire type BAC (Navire d'Approvisionnement en Combat).
Tous ces ordres supposent un montant économique de de 20.000 millions de dollars australiens, quelque 12.000 millions d'Euros environ. Pour l'instant, les contrats commenceront par la construction de sous-marins, pour lequel Navantia est très bien placé. Juste après avoir été ouvert le délai, l'entreprise espagnole présenterait son projet à concours pour se faire avec l'accord qui, dans ce cas, profiterait l'usine de Carthagène.
