Australian Air Force to Begin Operating Its First Unmanned Aerial System

11:43 GMT, September 7, 2009 Minister for Defence, Senator John Faulkner, today announced that the Royal Australian Air Force has acquired Heron Unmanned Aerial Vehicles (UAVs) in close collaboration with Canadian Defence forces.

“This high resolution intelligence, surveillance and reconnaissance capability will enhance the capability of Australian forces in Afghanistan,” Senator Faulkner said.

The Heron UAV is a one tonne aircraft capable of medium altitude, long endurance flights. Under Project NANKEEN, the Defence Materiel Organisation has signed a contract with Canadian company MacDonald, Dettwiler and Associates Ltd. (MDA) to lease Heron UAV services which will provide high resolution intelligence, surveillance and reconnaissance (ISR) capability.

The Australian Defence Force has signed a Memorandum of Understanding with the Canadian Forces which already operates Heron UAVs in Afghanistan.

In July 2009 Royal Australian Air Force and Australian Army personnel undertook Heron training in Canada. These personnel have now been absorbed within the Canadian Heron UAV Detachment at Kandahar airfield conducting combat operations in support of ISAF.

This has meant the ADF has rapidly established its Heron capability by drawing on the Canadians’ operational knowledge, experience and facilities.

“The Australian Government greatly appreciates the assistance of the Canadian Defence Force in this project,” Senator Faulkner said.

When the systems acquired through the NANKEEN contract are delivered to Kandahar, Australia will establish its full Heron detachment of Air Force and Army personnel.

“Air power of the future will involve a balance of manned and unmanned platforms. In particular a long endurance UAV can enhance force protection by providing ground commanders with real time intelligence,” Senator Faulkner said.

“The experience that Air Force gains in operating long endurance UAVs in Afghanistan will also help shape the development of unmanned Defence capabilities for Australia through the next decade,” Senator Faulkner said.

Heron can conduct operations in excess of 24 hours, with a maximum speed of more than 100 knots (180 km/h) and at altitudes of up to 10,000 metres.

This leading edge technology is operationally proven and provides Australia with an essential capability. It also allows Australian Defence Industry involvement, with companies including Geospatial Intelligence, Carbine Security Installations and Fujitsu Australia.

Greg Combet, Minister for Defence Personnel, Materiel and Science, today announced that the official keel laying of Australia’s first Amphibious Ship (LHD 01) took place overnight at Navantia’s shipbuilding yard in Ferrol, Spain.

“Under Project JP2048 Phase 4A/B the Commonwealth is acquiring two new Landing Helicopter Dock (LHD) amphibious ships to provide sustainment support for our deployed forces,” said Mr Combet.

BAE Systems Australia Defence is the prime contractor for this $3.3 billion project. The Spanish shipbuilder Navantia is subcontracted to BAE as the design authority and is required to construct and fit out the hulls of two large Amphibious Ships for the Australian Defence Force (ADF).

“The project is on schedule with the ceremony for the keel laying of the hull for LHD 01 occurring exactly one year to the day from first steel being cut. I am also advised that the whole of ship design reviews are nearing completion,” said Mr Combet.

“After completion of the hulls for the Amphibious Ships they will be transported to Australia. The superstructures will then be constructed, fitted out and integrated with the hulls at BAE Systems’ Williamstown dockyard.”

“The combat system is to be provided by Saab Systems Australia, which will also integrate the combat management system; and the communications system will be supplied by L-3 Communications.”

The next milestone will be the launch of LHD 01 in Spain in March 2011 and then the arrival of it at Williamstown dockyard in 2012 with LHD 02 arriving in 2014.

“As outlined in the Government’s White Paper, these ships will be able to carry a substantial quantity of equipment, stores and personnel. In terms of humanitarian assistance and disaster relief operations, they will most likely be the best means available to provide assistance in our region,” said Mr Combet.

Les nouveaux sous-marins australiens couteront 36 milliards $

Le gouvernement australien a déjà annoncé que les 12 nouveaux sous-marins seront construits à Osborne, peu importe qui remporte le contrat. Mais un rapport avertit qu’essayer de construire les nouveaux sous-marins en Australie pourrait être dangereux et que l’achat de sous-marins plus petits, au rayon d’action moindre, mais "sur étagère", ne devrait pas être écarté.

Le rapport, rédigé par l’Australian Strategic Policy Institute, financé par le gouvernement, prévoit que les sous-marins construits en Australie couteraient le prix "renversant" de 3 milliards $ (1,85 milliard €) pièce — 3 fois le prix des sous-marins actuels. La facture dépasse le budget annuel de l’éducation et représente plus du tiers de celui de la santé.

L’institut conseille de ne pas attribuer le contrat des sous-marins à ASC. En effet, indique le rapport, "il y a de très bonnes raisons de ne pas le faire". Le gouvernement australien prévoit que les futurs sous-marins soient un tiers plus gros que les Collins actuels et nécessitent au moins 20 membres d’équipage de plus.

Le rapport, rédigé par un ancien sous-marinier, décrit une image glauque d’un projet à haut-risque et couteux. Il conseille au gouvernement de ne pas écarter une solution étrangère. Le rapport rappelle que les retards dans la livraison des Collins ont eu des effets négatifs pour les équipages et les capacités, qui se font encore sentir.

"Entrer dans la phase de construction avec des spécifications changeantes et / ou des technologies non éprouvées va accroitre le risque d’explosion des couts et du calendrier," indique-t-il.

Les nouveaux sous-marins doivent être mis à l’eau d’ici 2022 et opérationnels en 2025, lorsque les Collins seront désarmés.

Northrop Grumman Systems Corp. in Melville, NY received a $26.6 million firm-fixed-price contract for the procurement, fabrication and delivery of 4 horizon search AN/SPQ-9B radar sets (above/below deck hardware) and combat interface kits for use on US Navy and Royal Australian Navy ships. This contract includes options which, if exercised, would bring the cumulative value of this contract to $281.5 million.

The AN/SPQ-9B radar system provides the capability to detect and track low-flying, high-speed, small radar cross-section anti-ship missile targets in heavy clutter environments…

The AN/SPQ-9 radar is currently installed on CG-47 Ticonderoga class guided-missile cruisers and LHA-1 Tarawa class amphibious landing ships. This track-while-scan radar can be integrated into the Mk 86 gun fire control system (GFCS) or the Aegis Combat Direction System. The Royal Australian Navy’s Hobart class Aegis “air warfare destroyers” may also be equipped with the AN/SP-9B, per DSCA requests. “Aussie Anti-Air Umbrella: The Hobart Class Ships” has more on the destroyer program.

An upgrade of the AN/SPQ-9A, the AN/SPQ-9B supports surface engagement capability in detecting and tracking sea-skimming, low radar cross-section, high-speed targets. It uses a high resolution, track-while-scan, X-Band, pulse Doppler radar to provide real-time acquisition and automatic tracking of multiple targets.

The AN/SPQ-9B is available as a stand-alone radar, or as a replacement for the AN/SPQ-9A.

This contract for the 4 AN/SPQ-9B radar sets combines purchases for the US Navy (56%) and the government of Australia (44%) under the Foreign Military Sales Program. Northrop Grumman will perform the work in Melville, NY (91.2%); Norwalk, CT (5.5%); Baltimore, MD (3.3%), and expects to complete it by April 2011. This contract was not competitively procured. The Naval Sea Systems Command in Washington, DC, is the contracting activity (N00024-10-C-5343).

Le problème s'est que suivant dans qu'elle région d'afghaistan tu te trouves, de "l'ultra lourd" de sert pas a grand chose s'il ne passe pas, là où on lui demande.

Le quatrième et dernier bâtiment, le HMAS Newcastle, vient d'être présenté au ministère australien de la Défense avec trois mois d'avance.

Une chienne portée disparue depuis 14 mois en Afghanistan retrouvée vivante

Une chienne spécialisée dans la recherche d'engins explosifs disparue depuis septembre 2008 après des combats entre les troupes australiennes et des militants a été retrouvée vivante et a rejoint son unité, a-t-on appris jeudi de sources militaires.

Cette labrador au pelage noir, prénommée Sabi, se trouvait avec une patrouille conjointe des armées australienne et afghane, en septembre 2008, lorsque l'unité avait été prise en embuscade dans la province d'Uruzgan. Les combats avaient blessé neuf soldats et la chienne avait disparu. Les recherches n'avaient rien donné.

Des responsables de la défense australienne ont rapporté jeudi qu'un soldat américain avait retrouvé Sabi dans une base isolée de la même province. La labrador a retrouvé ses compagnons, juste à temps pour une visite du Premier ministre australien Kevin Rudd, qui a été photographié mercredi en train de caresser l'animal.

Il est probable qu'on ne saura jamais ce qui est arrivé à Sabi pendant ces 14 mois, mais elle était en bonne santé et quelqu'un a probablement pris soin d'elle pendant toute cette période, a expliqué à la presse un porte-parole de l'armée, Brian Dawson.
