Le premier sous-marin de l’histoire militaire malaisienne est opérationnel. Il a quitté les côtes françaises le 9 juillet sous commandement et battant pavillon malais.
Le sous-marin restera accompagné par neuf conseillers de Navfco (groupe DCI) pendant une durée d’un an. Le “KD Tunku Abdul Rhaman” est attendu au début septembre à son port d’attache de Kota Kinabalu (près de Bornéo), dont les installations sont en phase d’achèvement. Le “KD Tunku Abdul Rahman” est le premier des deux submersibles de la classe Scorpène acquis par Kuala Lumpur en 2002. Le bâtiment, qui compte 35 membres d’équipage, avec à leur tête le commandant Zulhelmy Ithnain, devrait faire escale à Jeddah, Djibouti et Cochin cet été, avant de rallier son futur port d’attache.
Non pourvu jusque-là de force sous-marine, Kuala Lumpur avait demandé à Paris une forte implication étatique afin de les aider à créer leur force sous-marine.
11:11 GMT, August 12, 2009 Irkut Corporation is due to complete Su-30MKM deliveries to the Royal Malaysian Air Force. First two Su-30MKM from the last batch have been already handed over to the customer; the remaining four fighters are expected to arrive in due course. The contract for 18 Su-30MKM multifunctional fighters for RMAF was signed during the official visit of Vladimir Putin, then President of Russia, to Malaysia in August 2003.
After thorough examination RMAF selected Su-30MKM thus preferring it to US F/A-18 Super Hornet fighter. According to local mass media the decision of Malaysian leadership was largely influenced by India’s successful operation of Su-30MKI.
Su-30??? («multi-role, commercial, Malaysian») is the latest version of the renowned super-maneuverable Su-30??I fighter created for India. The aircraft has the same aerodynamically perfect airframe, state-of-the-art engine with the Thrust Vector Control (TVC) and the most advanced digital fly-by-wire system. The MKM version differs from the MKI by the onboard avionics suite composition tailored to accommodate the customer’s needs.
The fighter is fitted with the modern phased antenna array radar which enables simultaneous tracking 15 targets and attacking 4 targets. Su-30MKM avionics suite includes electronic warfare (EW) system and optic-location system with the laser rangefinder supplied by Russia’s leading manufacturers. Also certain western-made avionics were integrated onboard the fighter: Head-up display (HUD) navigational forward-looking IR system NAVFLIR, Laser Designation pod (LDP Damocles) and some others.
Integration of all the avionics systems was carried out with active participation of Su-30MKM Project Team consisting of RMAF officers and based in Moscow.
Presentation of Su-30??? took place on the 24th May of 2007 at Irkutsk Aviation plant – Irkut Corporation key production facility. In his interview to Malaysian national agency Bernama Chief of RMAF Gen Datuk Seri Azizan Ariffin defined that day as a "historical date". According to Chief of RMAF, Malaysia acquired from Russia "the most sophisticated multi-role aircraft in Southeast Asia".
In December 2007 two Su-30??? took part in display flights at the 8th International air and naval show LIMA (Langkawi) generating a lot of public interest.
Su-30MK multirole fighter is one of the most popular combat aircraft in the world. It’s the first serially produced combat aircraft to sport super-maneuverability and the first export fighter equipped with phased antenna array onboard radar.
Irkut Corporation successfully fulfills contracts for the delivery of Su-30MK-type fighters to India, Algeria and Malaysia, along with technical kits for Su-30MKI license production by India’s Hindustan Aeronautics Limited. All in all around 300 SU-30MK-type aircraft have been ordered with nearly 150 already delivered. There are certain perspectives to increase order-book. Overhauling Su-30MKI is being set up in India.
Negotiations on IAF’s Su-30MKIs upgrade are underway. In particular it is planned to equip them with BrahMos Indo-Russian anti-ship missiles to create unprecedented weapons suite in the world.

07:29 GMT, September 4, 2009 defpro.com | Yesterday, the Royal Malaysian Navy had one of its most historic moments when the country’s first submarine arrived at its new home. Ever since these vessels emerged on the scene of naval warfare it has been a special event for any country to commission its first submarine, boosting the navy’s pride and providing an entire new scope of capabilities. The mere fact that these boats are the only vessels to enter the mysterious realm of Davy Jones and apparently require a quite special type of character to endure these conditions so unaccustomed to human beings, have given submarines a very particular esteem, even before the daring enterprise and long unsolved vanishing of the “Hunley”.
Now Malaysia has officially joined the ever-growing club of nations able to safeguard their sovereignty beneath the tips of the waves’ crests. The first of two Scorpene submarines ordered, built by DCNS of France and Navantia of Spain, travelled from France to Malaysia via Jeddah, Djibouti and Cochin in a 54-day journey and arrived on 3 September 2009 at Port Klang outside Kuala Lumpur.
The vessel, named “KD Tunku Abdul Rahman” after the country's first premier, was welcomed by King Mizan Zainal Abidin, Prime Minister Najib Razak and other dignitaries. In his speech, the King well acknowledged the importance of the event for his country, saying: “The acquisition enables the navy in particular, and the Malaysian Armed Forces in general, to develop a more credible and capable military force in the region."
"The acquisition of submarines for the Royal Malaysian Navy (RMN) is the government's biggest commitment to safeguard the sovereignty of Malaysian waters from any threat," he continued, further emphasising that the procured submarines do not represent a threat to other countries.

Malaysia plans to consider a variety of options for its medium multi-role fighter requirement once the direction of its economic fortunes becomes clearer.
"We are assessing whether to get the new jets from the United States, France, Sweden or Britain. The purchase will also depend on the country's economic recovery," says defence minister Zahid Hamidi.
Industry sources say the Royal Malaysian Air Force could assess the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon and Saab Gripen if it decides to launch a competition. The selected type would replace some of its RSK MiG-29s and F/A-18Ds.
Kuala Lumpur wants to phase out its MiG-29s by the end of 2010, with Zahid saying the type's high maintenance costs - estimated at 17 million ringgit ($5 million) per aircraft annually - is the main reason for the decision. The air force's Sukhoi Su-30MKMs will take over the roles currently performed by the MiG-29.
"The government will save 260 million ringgit per year in maintenance costs, and these savings will be used to maintain other types of aircraft in the air force inventory," says Zahid. "Malaysia bought the MiG-29s at a relatively low price, but later on had to contend with higher expenses in spare parts replacement and maintenance work."
Separately, Malaysia's government has increased the air force's budget for the coming fiscal year, despite a 10% drop in its overall defence budget. The service will get 1.61 billion ringgit, up from 1.48 billion ringgit. Most of this sum will go towards paying for its 18 Su-30MKMs, and to finance the purchase of 12 utility helicopters.

06.11.2009 - meretmarine - Deuxième et dernier sous-marin commandé par la Malaisie à DCNS et Navantia en 2002, le Tun Razak sera livré la semaine prochaine par les chantiers espagnols. Pour ce contrat, les établissements de Cherbourg et Carthagène se sont partagé le travail, chaque site achevant un bâtiment.
Mis à flot fin 2007 chez DCNS, à Cherbourg, la tête de série, le Tunku Abdul Rahman, a été livrée en janvier dernier et a rejoint cet été la Malaisie, après un transit de 54 jours, dont 32 en plongée. Du type Scorpène, les deux sous-marins mesurent 67.5 mètres de long pour un déplacement d'environ 2000 tonnes en plongée. Dotés de six tubes lance-torpilles de 533 mm, ils peuvent embarquer jusqu'à 18 armes.
Après la réalisation, avec succès, de ce premier programme, la France espère renforcer ses liens avec la Malaisie. Le mois dernier, lors de la visite à Paris du premier ministre Mohamed Najib bin Abdul Razak, Nicolas Sarkozy a souhaité que la Malaisie devienne un « partenaire privilégié dans le sud-est asiatique », l'Elysée indiquant que la France comptait s'appuyer sur ce pays pour renforcer sa présence dans cette région du monde.
Dans cette perspective, de nouveaux débouchés semblent possibles pour l'industrie française, notamment dans les secteurs de l'armement et, éventuellement, du nucléaire civil. Certaines sources évoquent, d'ailleurs, une visite d'Etat début décembre en Malaisie. Le président de la République serait, pour l'occasion, accompagné de plusieurs grands patrons français, notamment du secteur de la défense.
